Due to limited time and resources available during the Policy Research
phase (Energy Access I) and the Dissemination phases (Energy Access
II), the “Access” Working Group could only provide evidence based on
the limited secondary data that was available. The Working Group could
not fully determine who among the poor would derive the greatest
benefit from the proposed policy options nor did the Group provide a
detailed implementation guidance. The objective of the Policy
Implementation phase (Energy Access III) is to address these
challenges.
Each Centre will select one of the following policy
option/recommendations that has been successfully implemented in at
least two developing countries and prepare detailed case studies
demonstrating the effectiveness of the policy option/recommendation.
“Ring-fencing” (protecting) funds for the
electrification of the poor.
Sequencing of reforms to prioritize the needs of
the poor.
Explicit focus on the poor in the reform process.
Participation of the poor in the electrification
initiatives.
Measures that support low-cost technology options
that lower the cost of electrifying the poor.
The Policy Implementation Phase theme work will
include examining the envisaged benefits that would flow to different
income groups among the poor as well as providing detailed guidance on
the most appropriate implementation approach. The five policy
option/recommendations forming the base for the Policy Implementation
Phase theme are all common findings of the prior Policy Research and
Dissemination phases of the “Energy Access” studies.
The Policy Implementation phase of the GNESD “Energy Access” Working
Group commenced December 2004 and is expected to be of 12 months
duration. Outcomes will include an implementation guide for Policy
Makers and an accompanying Synthesis/Compilation report
